In response to the trend of smart cities, Taipei City Government aims to build an AI-powered smart city by focusing on smart transportation, smart healthcare and AIoT. The Taipei City Government includes security, sports and futurity in the policy blueprint, published in the 2024 Smart City Summit & Expo. By investing multiple types of smart infrastructure to pave the way for World Masters Games 2025 Taipei & New Taipei City, the Government plans to reshape Taipei City to the city of tomorrow.
Smart technologies have become increasingly integral to the worldwide society, Taipei City Government has promoted the core “AI-driven Smart City” policy based on the concept of “security, sports and futurity”. We cooperate with startups to build a citizen-friendly environment and transform Taipei City into the smart hub with artificial intelligence while becoming a service-oriented government, guided by the concept of citizen-centered in order to prepare for the 2025 World Masters Games in every way, promote the city to the world and build a global city with AI-driven infrastructure. The projects including 5G ambulance, Network Transit Display System (NTDS), ADAS (Advanced Driver Assistance Systems) with AIoT (AI+IoT) and Digital Venue Platform will be introduced to lead Taipei to the smart future.
Inspired by technological advancement, Taipei City Fire Department and FETnet work together to apply the 5G technology in ambulances to enable ambulance service crew to provide pre-hospital emergency treatment. The 5G network enables seamless connection between pre-hospital first aid and in-hospital treatment.
In the 5G-connected ambulance, remote real-time medical guidance becomes possible, not only increasing the accuracy of paramedics in identifying the patients in critical conditions but also improving the quality of first-aid care. With the innovative technology, distance is no longer a problem because technology helps reduce physical barriers. Due to the feature of broadband and high speed, 5G allows the sharing of real-time high-quality information with medical professionals to provide a more comprehensive support in emergency cases.
Furthermore, Taipei City Government and Penghu County Government signed an MOU in April of 2023. The Taipei x Penghu remote guidance system goes online, and thus Taipei emergency department can help their Penghu partners to identify patients in life-threatening conditions. As a result, the emergency treatment capacity of Taipei City has increased and more valuable lives can be saved.
The 5G ambulance not only improves the work efficiency of paramedics and facilitates effective use of EMS resources but also helps save more lives at the very moment. The technological advancement allows us to provide more secure and reliable EMS service and makes Taipei City more resilient and smarter.
In addition to EMS service, the 5G technology also brings benefits to transport. The purpose of Taipei Metro as the core transport system in Taipei City is to provide the best experience to citizens. The NTDS system collects the passenger volume data of each carriage to measure the congestion degree in order detect the movement pattern of passengers, and thus the Taipei Metro staff can provide support, make arrangement and offer the best transport options to the citizens based on the information.
The information of “ticket numbers, passenger volume and train location” are compiled to generate graphics and this information can be accessed in several forms such as OCC Director’s computer, OCC of the app and Go! Taipei Metro. The degree of congestion will be marked by different colors, making it easier for passengers to determine the best carriage and route for them to avoid overcrowding and possible delays. It is clear that the high-end technology has been effectively applied in the terminal interface so that passengers can effectively plan their routes for improved experience and satisfaction.
Optimization of Taipei Metro is vital in improving the transport efficiency of Taipei. Taipei Metro is honored with “2023 ITS Industry Innovation Award” from ITS Taiwan for its excellent performance. Inaugurated in 2023, Taipei Dome has the capacity for large-scale events and we need a reliable public transportation system to avoid mass crowding. To ensure safe access to the mass transit system after large-scale events, Taipei Metro has aggressively introduced digital technology to maximize transport efficiency to pave the way for a citizen-friendly city.
In addition to the metro system, the smart bus also plays a key role in smart transport. Nowadays, the city buses are equipped with Advanced Driver Assistance Systems (ADSA) and AI to improve the safety of transport service.
The real-time alerts of ADAS include forward collision warning (FCW), land departure warning (LDW) and blind spots to improve the transport safety comprehensively. Meanwhile, AIoT applications span numerous verticals, including the measurement of congestion degree based on the number of tickets, GPS bus information, trigger warning hotspots and digital driving recorders (DVR).
The real-time alert system provides practical support to drivers and can be used in conjunction with the e-bus schedule system to monitor the battery capacity, temperature and battery level of e-buses based on needs to improve driving convenience, safety and management efficiency.
The 2023 statistics of Taipei City Public Transportation Office show that the accountability accident rate of ADAS vehicles in 2022 is 0.68 while that of non-ADAS vehicles is 0.74. Thus, it can be concluded that the driver of ADAS-equipped vehicles is less likely involved in accidents and the ADAS technology can reduce driving pressure and increase driving safety. As of the end of July, 2023, 2,132 buses of Taipei City (62%) have been equipped with the ADAS system according to the Office. All Taipei buses are expected to be installed with the ADAS system by the end of 2025.
“World Master Games 2025 Taipei & New Taipei City” will take place from May 17 to 30. 35 kinds of sport events will be held at 68 venues in Taipei City, New Taipei City, Yilan County, Taoyuan County, and Hsinchu City and County. Since the inception in 1985, the first World Masters Games has been held every 4 years and is an international mega event combining sports and tourism. The Games provide the youth with the opportunity to join international events based on the philosophy of “sports for life” and “sports for all”
The “Digital Venue Platform for World Master Games 2025 Taipei & New Taipei City” will be revealed in Taipei Pavilion of 2024 Smart City Summit & Expo, allowing visitors to have an overall view of the venues in Taipei Dome, quickly locate the venue and increase the digital service efficiency of the Games.
The digital platform is established for “World Master Games 2025 Taipei & New Taipei City”, whose purpose is to promote exercise around the world. Global players at the prime years are invited to join the contests with an aim to motivate people to exercise, especially seniors and to promote the philosophy of “sports for life” and “sports for all” proposed by International Master Games Associations (IMGA). Taipei City and New Taipei City collaboratively promote the Games, expecting to boost economic growth of Taiwan sports tourism. The international games and digital technology can move us onto the international stage.
Taipei City Government includes “security, sports and futurity” in the core policy of AI-driven Taipei while continuing to promote the integration of software and hardware to create higher living quality. We aim to build a citizen-friendly city with future technology and integrate innovative applications including smart transport, smart medical treatment and smart health to build a fresh-new Taipei City. The smart Taipei of convenience and safety is on the way.
