The 5G industry which is characterized by high speed, high density, and minimum delay will reach the commercial stage in 2020. It can sustain diversified smart IoT application services. The vibrant development of innovative applications not only generates immense business opportunities but also drives industry innovations and upgrades. Taipei City features a high-density cluster of ICT industries. With a view to developing decisive opportunities in the 5G industry, the city actively promotes relevant infrastructure projects such as the Neihu Smart Park 5G Test Project and the Taipei Music Center. The goal is to create a brand-new outlook for 5G applications.

To help the industries for an upgrade and transformation inside the Neihu Science Park, Taipei City Government actively promotes the “Neihu 2.0 Project.” It went through an inventory in six locations featuring the city-owned lands to release available lands or spaces of architecture, and to develop innovative economics. The government hopes that it can attract more diversified industries to move into the science park by connecting the existing large enterprises and new startups so that regional development can thrive. It has also come up with some plans of supporting measures to improve the local living function, create an environment in the technology park and participate in momentum investing for growth in the Neihu Technology Park.

To show its ability of integrating the system with solid software and innovations, Department of Economic Development, Taipei City Government actively engaged in several large exhibitions related to digital finance such as the World Congress on Information Technology (WCIT 2017), eCommerce Expo Asia 2017, 2017 Taipei Int’l Startup Week. The government also held several Taipei theme-based exhibition booths inside the hall to show the power of diversified startups in Taipei City. The government hopes that foreign and domestic vendors who came to the Expo or the crowds can get to know more about the development and power of the Taipei city startups, and to learn more about the resources, which enables Taipei City to become the top choice city for international startups.

The ecosystem of digital finance covers several innovative technologies from e-payment, digital currencies and block chain. The government supervisory mechanism and industrial promotion were applied to present a diversified look anywhere around the globe. Facing challenge coming from cross-border global digital finance services, we should establish the FinTech apps open to innovation-based environment, and provide some rooms for the pioneers of innovation to experiment as well as guaranteeing their follow-up benefits using the operation of Regulatory Sandbox. It can enable the ecosystem of digital finance to have enough flexibility to develop and face more challenges of FinTech.

From the point of view of business owners and consumers, we analyze the new trend in retailing from several factors like the data orientation, virtual reality integration, experience consumption, and community influence to explore how the new retailing triggered by consumer experience can change the whole business environment. It is more than just the new technology like IoT, big data, and artificial intelligence (AI), which can speed up the retail industry. When we are getting into a 5G environment, technologies and services of Virtual Reality (VR), Augmented Reality (AR), and HD live video can create another high peak that follows the wave. Just as we expected, it may bring out a new trend of evolution in retailing that could reverse the business model.

Create a friendly community for the citizens in a digital society with the mobile app proposal issued by the government. Started with the needs of digital citizens, the government has established a “platform-based economic framework for the digital citizens” to inspire shared values in the ecological circle by proposing the design of services. It takes advantage of the shared environment by integrating multiple civil services into this platform to come up with a strategic goal for development as well as promoting the local society, economy and commerce, culture and education. On the other hand, it uses the service requested by the citizens through integration as an incentive so that all users can get the correct information they want when they enjoy using the services. In the meanwhile, it makes the most out of the resources to achieve the goal to activate the economy by combining its service with other community services.

To respond to the digital economy trend, the Taipei City Government actively engaged in planning how to use the creative digital technology to help vendors develop creative service models, and fostered the new startup business for its development. For example, the government built the “Taipei digiBlock” to establish the industrial chain for innovative villages, and cooperate with the leading graphics processing unit (GPU) technology manufacturer NVIDIA. The first “Virtual Reality Lab @ Taipei” was then established at the Neihu office of NVIDIA, and free basic training for professionals and virtual reality (VR) equipment are available to support the new startup business as a strong backup force. In future, the Taipei City Government will continue to pool more resources for the startups to expand a more diversified business, and search for more opportunities to match with the job seekers on behalf of the vendors. In addition, plenty of awards and resources with subsidies are also available to new startups so that they are encouraged to join the emerging technology domain for R&D. Hopefully, they can develop innovation applications and services, and keep moving on to enter into the international market.

Blockchain technology shares some of the features of decentralization and unmanipulated data, and has gradually become a new platform technology. If we observe its development trend such as the Smart Contract applications, we can tell from its industrial scope and find it is quite pervasive. It can improve the existing business procedure, and give support to develop a new business model. However, the Enterprise Blockchain allows the enterprise to use the consensus accounting system applied to high efficiency, privacy protection for transactional data through membership identification and authorized management. These applications have accordingly become a focal point.

Discovering the huge business opportunity in the AR/VR market, a number of large international software or hardware manufacturers have been attracted to enter into the market to develop and invest related devices and content. It can improve the existing product requirements specifications, and there is more room for creating new applications. On top of that, the end equipment for production capacity is also available. It is estimated that it can create a new business model through a whole-new interactive experience. Facing the fast development of industrial marketization and industrial scale-up, the author suggests that the government should start from a few base points. Build the industrial cluster of the ecology vertically, create a domestic demand in the market, and establish the test areas and domains to verify the business model for the services, as well as incorporate the local culture and historical experience.

Since the advent of Big Data, in-depth learning has become the new emerging trend, with many developed countries and large technology manufacturers successively engaging in the artificial intelligence (AI) research, looking into medical treatment, finances, and industrial manufacturing, or other aspects of living. The derivative commercial applications now spread across the Unmanned Aerial Vehicle (UAV), robots, self-driving cars, and image recognition. Apparently, the AI revolutionary influence has gradually changed the way it looks on technology applications and has subverted it entirely. However, many international cities promote smart city plans. They are dedicated to applying AI smart applications on public security, traffic management, anti-disaster and disaster rescue, tourist guides, and city resource optimization.

According to IDC, the company estimated that the economies of scale for the IoT industry would reach 1.46 trillion USD by 2020. Thus, it can be a new opportunity for Taiwan to usher in the industrial development if the company introduces the “service-based” app IoT to its development. With five portfolios from the industry chain, the company combines big data analysis, social community, cloud services, mobile APP and sensory chips to comply with how to integrate it into the “BCMC” (abbr. Term stands for big data, community, mobile and cloud computing.). This integrated service can transform the properties of all things into digital data and then upload it to a cloud-based interface. It turns out to be a valuable service. It will be the next key route for IoT development.

This article discussed these aspects from the regional market potential of global mobile payments to the service models, industrial dynamics as well as social impact. It provides guidelines as a reference for the mobile payment vendors in Taiwan to consider it.
