The elevated global network infrastructure has changed everyone’s life. E-Sport originated as a by-product resulting in game promotion. Game developers and operators mainly focus on the game directed at a player-to-player competition mechanism to hold the tournament, to increase adhesiveness, and to attract new players. Since the game has great influence on the economy, culture and society, the e-Sport industry has gradually become one of the internationally recognized sports competitions as well. Some countries even recognize an e-Sport player to be an athlete, which shows an obvious fact that e-Sport can be a hub to connect with other related industries. The core demand lies in keeping the player’s international competitiveness and remaining steady in professional tournaments. Some suggest that government units should be active and keep on promoting e-Sport related activities in the future. Consequently, this industry can keep its advantage and competitiveness in the trend of digital global entertainment.

The e-Sport industry is more than a “new emerging sport” as recognized by many countries. Most importantly, the business opportunity and chance to develop new technology brought to you by e-Sport are all heading to the next out-breaking growth stage. It has a bright future! In Taiwan, e-Sport has an enormous number of players and groups of audiences. People have already established the e-Sport Alliance and e-Sport Association to participate in international tournaments in Taiwan. Many critical IT industry factories also collaborate with e-Sport serving as a key point for promotion. It is obvious that private business has already stepped out by walking in step as a pioneer. To look into the future, the government can set the tone for the e-Sport industry first by establishing it in a correct position in the government-coaching unit or to formulate e-Sport regulations to encourage the software and hardware industry. It may extend to e-Sport HR development. Or else, it may help the industry to upgrade themselves by taking a competitive position with global advantage!

The rise of e-Sport depends on the cooperation of some pre-requisites including video games and computer technology, network speed and business models. The current e-Sport industry remained as a by-product of some specific commercial game companies. It reveals a power with multiple mountain peaks with a changing business model and the rise and fall of the game market. The Taipei city government shall play an active leadership role to perfect the career planning for got-talent contestants and relevant complementary measures, and encourage manufacturer and business model investors to think mainly about the e-Sport, and to cooperate with other relevant digital cultural and arts industries. It certainly can make Taipei City become one of the capacity core and export centers in the global game industry.

The smart city construction base comes from a fact to see if the government can really solve the problems that most citizens encounter in their everyday life. Faced with the trend of Internet of Things (IoT) and data economy, it needs to build trust in every citizen using the power of private enterprises through collaboration and participation. Via an integration of every technology and sensory orientation, the government may exert its competitive advantages to enhance value-added applications of each municipal administration. Taipei City citizen’s kindness usually makes the foreign tourists feel at home. However, the 1999 hotline of the city government provides considerate service and it is obvious to everyone. Therefore, the government provides a wireless network infrastructure and constructs a new vision for all people in terms of everyday needs including food, clothing, housing, transportation, education and entertainment as well as social security and energy consumption management through a citizen membership platform. It can definitely make Taipei City a new exemplar model with the breadth of internationalization and localization as a smart city. The government can expect a better life for its citizens in the future.

The Smart Handheld Device (SHD) has become a trend. It is also a chance for information software vendors (ISV) and enterprises in other domains to add to the business opportunities generated by hardware vendors in the electronics industry. Its key point depends on the App on SHD that triggers the new next consumption revolution. Therefore, using this location based system (LBS) establishment on the city Wi-Fi value-added platform can allow future online or offline connections and interactions so that information and communication technology (ICT) can combine with commercial services to create more business opportunities and applications via a more convenient service model. If the future city can make use of this concept of cloud service and Internet of Things (IoT), it can effectively increase value added and new business opportunities. Furthermore, it can effectively reduce government expenditure and subsidy, and build a creative consumer-shopping model.

Few people would use the concept of “business district” to define the legendary city of Berkeley in California. However, the shops, the products, and the merchants, have all inherited an aura of Last Century democracy. This city, with a population of about 100,000 has safeguarded the values of the previous generation, as well as developing its own unique democratic brand.
A successful business model needs to be screened and challenged by the market mechanism. To introduce a spirit of democracy, fairness, and justice into the [Cooperation-Sharing] management model, three aspects need to be given attention: 1. The provision of seed capital/angel capital. Relatively open opportunities of capital turnover need to be provided for startup and managerial teams as well as a flexible and open managerial model; 2. The joint promotion and marketing of a business network: Joint promotion platforms and events should be launched to introduce brands and companies as well as to allow locals and travelers to know the location of stores that have this spirit of democracy, fairness, and justice. 3. Studies of related business and marketing operations: Investigations should be conducted on the operation models of global and domestic businesses. The key factors and potential for the integration of democracy, fairness, and justice into the management model should be summarized and understood. Taipei City has been successfully positioned as a contemporary city and a happy cultural capital. Only with diverse perspectives and positions, can Taipei be said to have developed innovative [cooperation-sharing] businesses and to proudly interpret this as its contribution to civilization.

The purpose of business district counselling is to develop the local business environment and help the stores that often fight a lone battle against fierce competition. By engaging them in the business project, they will devote themselves to the re-shaping of street landscape, boost their competitive advantages, and develop further internationally. The key is the creation of differential competitive features in all the business districts around Taiwan. Many business district organizations have been developed in different cities and counties, but to really attain sustainable management and always catch the eye of the consumer, their focus should include: a definition of consumer groups, the development of innovative and creative management and products, and the concept of brand vision. The management and integration of business districts should also consider, the rapid mass transit network and the integration of elements of design that feature and distinguish the particular business district. The rebuilding and management of brand business districts, cooperation between the public and the private sector, and the enhancement of international visibility should all be given careful consideration. In this era of leisure economy, tourism not only involves traveling around, but also focuses on experiencing local culture and life. Surprises exist in many of the diverse business districts in Taiwan, and the vision to “actively develop the brand power of a business district and lead new fashionable cultural creation” through public and private partnership invites participation.

When carrying out urban planning it is necessary to continuously measure the reality of life and business, as well as making use of local knowledge, to find a co-creative mechanism for sustainable action. Looking back at the convenient “mixed residential and business district” housing model that has developed over the years in Taiwan we see that it has indeed become a feature of the country. The key to urban governance lies in the integration of all the many different forces to face the challenges and take advantage of all the opportunities. If this is done at all the different stages, it will allow the building of consensus on actual urban development, and also ensure that a workable mechanism will emerge. Several different types of “business district” such as “linear streets” and “night markets” have developed in Taipei and some urban planners use the term “cultural landscape” to describe them. Their rich cultural content can be seen in life style as well as in vibrant tourism. The Taipei City Government should re-initiate active “urban design” and combine it with a “creative city” strategy to promote economic and cultural vigor. This kind of industrial regeneration will deepen the cultural content of Taipei City and improve the living standard of the residents. The operating mechanism should integrate urban architecture and street morphology to provide housing that satisfies both the cultural and legal needs.

A series of paradigm transfers of agricultural landscape and edible landscape has taken place in the City of Taipei over recent years and the Taipei Farmers’ Association started to plan and promote “Citizen Farms” in 1989. Urban agricultural landscaping was no longer restricted to farmlands, and the owners of private land were also encouraged to provide space for short-term use, and schools now establish student farms. The roofs of many public buildings have been converted into vegetable farms to bring agriculture, previously confined to farmland, into every corner of the city. We have transcended the boundaries of pure agricultural or recreational landscape and developed a new agricultural and urban life landscape to realize a new policy “the garden city” implemented by the current city government. The edible landscape, under public and private partnership, is being continuously developed in urban space enabling various social networks to re-organize them to allow Taipei to go beyond imagination and become a garden city. The power of our social groups and the flexible thinking associated with new government policy will allow a garden city to be created where consideration is given equally to urban development, social welfare, and cultural transformation.
